Quando all’inizio del giugno dello scorso anno cominciò a diffondersi la notizia del Datagate attraverso la diffusione del progetto Prism, ci furono molte reazioni negative.
Soprattutto ci si chiedeva se fosse legittimo che la NSA raccogliesse questi dati in maniera indiscriminata persino sorvegliando i cittadini americani.
La risposta ufficiale è stata: si, è necessario che vengano raccolti enormi quantità di dati perché questo è uno strumento importante nella lotta contro il terrorismo.
La domanda è: ma è davvero così?
Il modo più semplice per vedere se la raccolta massiva di dati sia uno strumento utile all’anti-terrorismo è analizzare i dati.
Ovvero: qual è stato il contributo della raccolta indiscriminata di informazioni da parte della NSA nella lotta anti-terrorismo?
Questo è quanto si è chiesto la New America Foundation, un think tank non governativo che si occupa di analisi politiche e sociali.
La risposta è stata piuttosto interessante.
La sorveglianza tramite dati di tipo massivo e indiscriminato da parte della NSA ha avuto un ruolo marginale nelle azioni di anti-terrorismo.

Il report “Do NSA’s Bulk Surveillance Programs Stop Terrorists?” coordinato da Peter Bergen della New America Foundation, ha analizzato 225 casi di analisi e investigazioni con scopi di antiterrorismo in cui sono stati sottoposti ad indagini cittadini americani ed ha scoperto che le tecniche investigative che hanno portato al successo sono le tecniche tradizionali come l’uso di informatori, le indagini di intelligence mirate, i suggerimenti da parte di comunità locali (59,6%) mentre il ruolo delle tecniche di sorveglianza telefonica e elettronica (email) della NSA hanno avuto un successo molto contenuto (7,5%).

Il report evidenzia come l’analisi dei metadati telefonici non ha un impatto riconoscibile nel prevenire atti di terrorismo, ed ha avuto un ruolo marginale nell’identificare e prevenire attività para-terroristiche come la raccolta di fondi.

Sembra che il problema generale dell’anti-terrorismo statunitense non è la necessità di raccogliere enormi quantità di informazioni, ma di valorizzare – ovvero – di comprendere e di condividere le informazioni che già si posseggono e che derivano dalle tradizionali tecniche di investigazione e spionaggio.
