Due le notizie di questa settimana: la “grecizzazione” dell’Italia economica appartenente all’eurozona e i disordini nel Regno Unito, che la stampa ha etichettato come London Riots (i disordini di Londra).
Ed è questo secondo evento che ha attirato la mia attenzione, anche perchè del primo oltre a spaventarmi e a sollecitare le mie personalissime opinioni, non mi permette di far altro.
Il Primo Ministro David Cameron, nel discorso che ha tenuto al parlamento inglese ieri sera, ha fatto il punto della situazione sui disordini scoppiati a Londra (e via via contagiati per il resto della Gran Bretagna) e ha ribadito che le misure per il controllo saranno ispirate al pugno duro (cosa aspettarsi da un conservatore?).
Le misure per il contenimento dei disordini prevedono – tra le altre cose – il diritto dei poliziotti a rivelare il viso di chi si nasconde dietro cappelli, sciarpe, maschere (e qui l’immaginazione corre al film V for Vendetta) e chiedere ai principali social network (Twitter, Facebook, Istant Messenger) di impedire la diffusione di messaggi che consentano il coordinamento dei rivoltosi.
Questa seconda notizia mi ha portato a fare la seguente riflessione: può Cameron avere il diritto di chiedere un’operazione di censura ai social network (perchè è di questo che si tratta?).
No, non può – secondo me – e questo per tre motivi.
Motivo 1: Criptodeterminismo tecnologico
Una delle notizie con cui i London riots sono stati accompagnati, è che questi disordini potrebbero essere definiti come una specie di Blackberry revolution, poiché molti messaggi di coordinamento tra le persone sono circolati tramite telefoni cellulari e social network.
La questione mi sembra poco più che aneddotica, in quanto pur sembrando sensata è in realtà una cavolata. E’ una cavolata perché vorrebbe dire che se togli i cellulari+social network impedisci la rivolta. Mentre è evidente che la rivolta è un’organizzazione sociale che usa come strumenti telefonini e social network. Se si togliessero i telefonini e i social network, la rivolta potrebbe usare altre forme di passaparola o di coordinamento decentrato o di netwar (come ormai vengono chiamate queste azioni). Riflessi in codice morse con specchietti, segnali di fumo, piccioni viaggiatori (cinematograficamente penso a Ghost Dog) qualunque cosa funga da coordinamento a distanza.
(Piccola annotazione: dietro questa definizione secondo me c’è l’ufficio stampa della Apple. Perché chiamarla Blackberry Revolution e non iPhone Revolution?).
Motivo 2: Tecnopanico morale
Nel 1972 Stanley Cohen scrive un libro in cui sostiene che è da lungo tempo che esiste un discorso pubblico di stampo conservatore che attribuisce ai media e alla cultura pop, la capacità di incitare alla violenza. Cinema, fumetti, musica rock, pornografia: tutti sono protagonisti di questo panico morale. Nel 2008 Alice Marwick riprende questa argomentazione e la applica ai social media attualizzando il termine definendolo tecnopanico, ovvero la paura della violenza o – nella fattispecie – della pornografia che circolerebbe su internet attraverso MySpace.
Secondo Cohen – e di conseguenza Marwick – non c’è nulla di vero in questo discorso, se non la voglia di controllo di tipo illiberale tipico di una mentalità conservatrice dedita esclusivamente a tutto ciò che altererebbe l’ordine sociale.
Paura dei media (social), conservatore, Cameron: c’è bisogno di dire altro?
Motivo 3. Attacco alla società liberale
Questa è la componente che mi fa più impressione.
Abbiamo criticato la Cina per la questione della Grande Muraglia Digitale, ovvero il sofisticato controllo posto dal Governo Cinese alle informazioni circolanti su internet sgradite al Partito Comunista.
Abbiamo criticato la sanguinosa repressione attuata da alcuni paesi del Maghreb in occasione della primavera Araba, che si è mostrata forte grazie anche a Twitter, Facebook e cellulari.
Adesso cosa facciamo? Censuriamo Facebook,Twitter e quant’altro?
In nome di cosa? dell’ordine pubblico?
No mi dispiace, ma io non posso seguire nessuno su questa argomentazione.
Pertanto, non serve un governo che impugni il bastone fino a sacrificare alcune libertà individuali per una sua palese incapacità di gestire la situazione.
Criptodeterminismo tecnologico, tecnopanico morale, attacco alla società liberale.
Mi dispiace Mr. Cameron, ma il caso Facebook non è tuo.
